@Guy-PCI Data Systems Inc We're actively investigating this issue as we've seen it on a couple internal accounts as well. We think it may be related to partner level policies. Could you try switching your device to a customer level policy and then try the Install link again?
Looking at your log file, it appears you're using a master agent. The installer is having problems downloading the OLB installer from the Update Agent. Make sure this device has access to the Update Agent specified in the CloudCare portal. Sometimes firewalls get in the way.
There's also an issue about the .NET runtime not being present. The OLB installer should install this on demand, but it wouldn't hurt to download and install this first. https://download.microsoft.com/download/9/5/A/95A9616B-7A37-4AF6-BC36-D6EA96C8DAAE/dotNetFx40_Full_x86_x64.exe
